taskmanager disabled.  How to recover?

I've eradicated about 200 trojan horse viruses from a friend's laptop (a college student that hasn't been practicing safe computing.  There might be more to find.)  One side effect is that Task Manager is disabled in one of the user accounts.  It is grayed out in the toolbar context menu, and Ctrl-Alt-Del gives a message that Task Manage was disabled by the Administrator.  There is a second user account though and Task Manager works fine in it.  How to re-enable it is the question, and if anyone knows that, how did it get disabled in the first place?  By the way it is XP Home, where this is happening.
