System Restore Properties - "Turn off System Restore (disabled by Group Policy)"

Why does the system restore properties have a checkbox that says "Turn off System Restore (disabled by Group Policy)"? I have already tried everything at:
http://windowsxp.mvps.org/srpolicy.htm
When I delete the "DisableSR" value, I no longer get the "System Restore" tab in "System Properties" and when I try to open System Restore by running:
C:\WINDOWS\system32\restore\rstrui.exe
it doesn't do anything. I have also tried to reinstall System Restore by installing sr.inf from C:\WINDOWS\inf

I never use group policies because this computer isn't connected to a domain and I'm the only user. I already checked the group policy settings anyway and it already said it wasn't configured. I know how to manually turn off and turn on System restore but why is that checkbox disabled and why does it say that?

Oh, I don't even think I saw that!

I was looking at the .reg file and I was wondering if I should add:
"MachineGuid"="{EAAFAEEC-4AFE-42BE-83D9-C12FDD4942A6}"
That seems like it might be something specific to Kelly's computer. Either way, I'll run it and see what happens.

I didn't see that.... but I checked my registry and it's different, so you don't have to add that value, you can skip it.
I didn't add the whole .reg file but this seemed to be the fix:
[-HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\SystemRestore]
