"Insufficient system resources exist to complete the API" System Error prior to log on, then it continues to reboot (Can't log on)

I have a user who's computer just started giving him the message "Insufficient system resources exist to complete the API", it does this and then when pressing Ctrl-Alt-Delete to go to the log on window the system will reboot, I can't get past the log on, the system will continue to cycle to the message and then when attemping to log on it reboots, also the DVD drive does not work, do anyone know what could be causing this problem and a way to fix it with out using a DVD drive.
