Disable network for user profile in windows xp service pack 2

Question pretty muchs sums it up.  Need to turn off all internet activity for a user on the home machine.  I am going to create accounts for all users in the household and would like to be able to disable it from time to time for some of the users.  In a perfect world would like to grant them say and hour a day then have it turn off, but I realize i'd probably have to purchase net nanny for something like that.Start Free Trial
