Cannot access internet or remote drives.

I am unable to access the internet or remote drives. When I am in Explorer, it is suggested I use 'Diagnose Connection Problems'. When I run this utility, I get the message 'Windows cannot trouble shoot your network connection because an error has occured.

How are you connected to the internet / network?
Click on the connection icon in the taskbar,  what does it say? does it say limited connectivity? does it show any ip address?

Can you ping local devices both by IP address and by hostname? Also open up a command prompt and try to ping www.google.com and see if you receive a response from their web server. If not then try to ping th following ip address:
64.233.161.147 and if you do get a response back then it is a problem with DNS.
Also are you connected directly to your internet modem or are you connecting through a router?

I am connected to the internet with a 2Wire modem and have a DSL connection. There currently is no network connection icon on the task bar, When i attempt to display network connections, the dialogue box is empty. If I refresh the dialogue box, then I get an error message: The Network Copnnections folder was unable to retrieve the list of adapters on your machine. Please make sure  that the Network Connections service is enabled and running. If I go to Services and try to start Network Services, I get the following error message: Could not start Network Services on Local Computer. Error 1084: this service cannot be started in Safe Mode. I am not in Safe Mode.

1. Ping Google - Response: Ping reques could not find host Google.com.
2. Ping 64.233.161.147 - Response: Desination Host Unreachable.
3. I am connected to by internet modem thru a hub.

try this first:

1.
Start -> Run
type sfc /scannow
Click 'OK'
(be ready to insert the xp installation cd)

then do
2.
Start -> Run
type cmd
Click 'OK'

The Command Terminal will open at the command prompt:
type regsvr32 netshell.dll, press ENTER
type regsvr32 netcfgx.dll, press ENTER
type regsvr32 netman.dll, press ENTER
type exit, press ENTER

after that REBOOT and see if you can access network connections

1. After typing 'sfc /scannow' a dos window very breifyly appeared and then disappeared and nothing else happened. I was not asked for the XP installation cd.

I have looked at the Event Viewer, but did not see any related messages (I think). I'm not an expert at this type of stuff...what should I  be looking for?

Open to the "System" section of the event viewer and check for items with a red circle and a white X. Double-click them and look at their description. Also, did you try connecting the computer directly to the modem?

Go here and download this file from another PC if possibly and transfer it to a flash drive/cd/floppy etc. Then run this program on the problem PC and follow the onscreen instructions.

I completed step 2. Alll three commands were excuted sucessfully. After rebooting, I still do not have access to network connections.

I ran the WinsockxpFix program which seemed to execute without errors. After reboot, I still did not have network connections.

if sfc /scannow didn't run try Run > type cmd
only then in the command prompt type sfc /scannow

also check this:
Start>Run then type in "services.msc" - without the quotes. On the screen that appears scroll down until you come to 'Remote Procedure Call'. Have a look in the Status column and if the Service isn't started, right click on it and select 'Start'. .The default setting for RPC is "Automatic"
There is another service called "RPC Locator", and the default setting of this service should be "Automatic" not Manual. switched that service ON

I ran sfc/scannow in a DOS window and received the following response.
Windows file protection could not initiate a scan of protected system files.
The specfic error code is 0x000006ba [The RPC server is unavailable].

Regarding the second part of your most recent help, RPC was set for automatic and was already started. RPC Locator was set to manual and I switched it to automatic. When I tried to start the RPC Locator, I got the following error message.
Could not start the Remote Procedure Call (RPC) Locator service on Local Computer.
Error 1804: This service cannot be started in Safe Mode.

No. I can run in 'Regular' mode.
When the error message occurs I am not in Safe Mode, but the error message just seems to think I am in Safe Mode.

Hmm, that's strange. Open msconfig, click the "BOOT.INI" tab and make sure "/SAFEBOOT" is unchecked.

if nothing is in network connections i would think this is a Network card related issue with either the card its self or drivers

check to see if the drivers are installed

click start then run then type in "devmgmt.msc" (with out quotes) then click ok

check to see if there is anything that says other devices or unknown devices and see if any of them have  a ? over the icon

if one of them says Ethernet controller then right click on it get properties and see what it says for the description...

otherwise if it has a section for network adapters check in there and make sure the device is working properly there...
