Backup entire system to USB HDD

I need to backup Windows XP including all system files to an external USB HDD, in essence it will be an exact copy of the OS.

What would be the best way to do this? Obviously the system will need to be offiline when I am doign this.

Is there a particular Linux Live system with full NTFS R/W functionality that I can boot in to. What commands would I use to copy over the Windows files?
