How to stop taskbar blinking

Is there a way to stop apps (like Messenger) from blinking on the taskbar? I tried using the Tweak UI as well as manually changing the registry but it didn't work.

gromul--Are all apps on the taskbar doing this?  Is this happening only when you open a program and its screen opens behind earlier screens?  Is that happening all the time?
You can usually just click on the blinking item on the Taskbar and it should come to the front.  Of course that is a nuisance, but degree of nuisance is how frequently this is happening.  It happens to me, but only from time to time.  So I just live with it.

It's just IM that's doing this. My Tweak UI focus settings are:

Prevent apps from stealing focus: checked
Flash taskbar button 1 times

What I would like IM to do is change its taskbar button color to orange and stay that way without flashing. It seems nobody has found a good solution to this yet.

gromul--Having the Messenger icon flash once?  This may prevent it from flashing at all

Having the task bar icon non-active window display in orange?  Don't know unless it has to do with XP Themes.
