Error 1603 when installing Windows XP SP3 using Group Polciy

When I try to install XP Service Pack 3 from group policy on a couple of test PC's in one OU, the installation starts properly, runs for awhile, but I receive a 1603 in the error log on client PC and the installation does not complete. Error is pretty non-descriptive. Tried on a couple of different PC's.

try downloading the SP3 again and/or use nlite to built a new CD with Win XP AND SP3 in one pack and reinstall with the CD.

I had trouble on my network installing XP SP3 on a few PCs and all I had to do was go and manually update the PCs with a few updates from the "Custom" section on windows update that were released before SP3 then SP3 installed correctly. I understand that this would be a pain if you had more than a couple PCs to update but it worked for me.

then download "nlite" from http://www.nliteos.com/download.html and copy your Windows XP CD in a folder on your PC. (Select "Shoe hidden files to copy those too)
Follow the wizard in nlite and add the pack of .NET 3.5 SP1 in the Wizard. Create a new CD with the .NET. This tool is mostly used for adding SATA drivers when no floppy exists so you can add them too if you want. You can add all your drivers in there and burn a bootable CD. Try reinstalling Windows and see how it goes.

When I look further at event log on PC in DComcfg, I see another error 1722 There is a problem with the windows installer package. A program that ran as part of the setup did not finish as expected. I'm seeing this on two different PC's (testing before I rollout to all PC's using Group Policy). I am going to try to run the update manually on one of these PC's using the full UNC path and command that the msi file uses to see what happens, but I'm assuming its the same on all the PC's.

By the way I did change the strings as mentioned above with same result (error 1722 was in log before and after that change).

When installing manually I got error "The file dskquouii.dll is missing from Service Pack 3 installation. The file must be present for Service Pack 3 installation to continue. " Looks like the files I downloaded from Microsoft site are not complete?

You did download the network installation package of SP3 right? No insult intended.

When you log into one of the test boxes are you logging in as a domain member with local admin privileges? I mean while you are trying to go to the UNC path of the installer package?

Yes I downloaded the network installation version (no insult taken). Logged in as domain member with local admin priveleges to PC. UNC path of installation is in a completely open directory. I was thinking about extracting a fresh download????

I get the same error when I run the update manually installling locally. I redownloaded, extracted (same size) and am now trying manually locally from two different test computers. I did notice the dskquouii.dll file is not in either extraction of XP3 that I downloaded.
