HELP in Eng-Jpn XP MUI comes in english only

Hi

I am rolling out with unattend.txt a Windows XP English-Japanese MUI. The problem I have is that some of the commands I search for in Help (eg. CMD) come in english.

I tried both solutions in the article (from unattend and manually) and it didn't work :(
Maybe if I send you my unattended commands you might get a better idea.

HCTY--If the suggestions made in http://support.microsoft.com/kb/313827 do not solve your problem, I regret I can offer nothing further other than to suggest you go over the steps in that article including the various commands and be sure you have followed them exactly with no typographical errors.    
However, others may find what you have done to be helpful.
