Normally, this is because you cannot connect to the domain. You can use a local admin account to log on to the box. Make sure you can ping the domain controller.
Also, make sure the network cable is plugged in (check the basics first).
Windows cannot log you on because your profile cannot be loaded. Check that you are connected to the network, or that your network is functioning correctly. If this problem persists, contact your network administrator.

Is this a roaming profile by chance? That could change a few things as well...
If so, make sure the profile location is correctly annotated in ADUC. Make sure permissions haven't changed on the folder location of that profile as well. If the profile is limited by disk quotas that may be something to check. Make sure it hasn't exceeded any limitations.

My first step would be to try and log on as a different user.
Is this an Active Directory network? Try using a different domain logon. If not, try using a different local user logon.
If either of those work, then it may be an issue of a corrupt profile.
Log on as an administrator of that computer, and find the profile folder that cannot log on in Documents and settings. Rename it from "Username" to something like "Username1." log off and attempt to log in with the problem user logon. If it works again, a corrupt user profile is most likely the problem. Transfer any needed files to the new profile folder.
If this does not solve the problem, how is the profile looking network-wise? is the account locked in AD?
