I can not git on the Internet,When I try it will say this program is not allowed.

Have you rebooted your pc?  If not, do that first.

Try accessing the internet again.  same result?

I suspect you have a Internet Trojan.  These malicious programs will block IE from getting onto the internet.

If you have another PC/laptop. download a copy of Mozilla firefox and install that on your problem PC.
Can you get on the internet?

Yes...scan your system for any infections as mentioned by Ian_Admino...try scanning with the following...

    1. SuperAntiSpyware

    2. Malwarebytes' Anti-Malware

Disconnect your modem...for about five to ten seconds...then reconnect it...basically turn it off and on...for the modem to reset itself...then see if you can connect to the internet...

If IE is broken, you will have to use another PC to get the installation files.

And make sure you Anti Virus software is up-to-date.

Have you recently had a Malware or a virus infection, and maybe attempted to remove it?   If yes, the infection may have 'broken' your internet connection.

Therefore try running this script to fix your connection. It will reinstall winsock, the TCP/IP stack, and the HOSTS file.

Also ensure your antivirus program (and any other Security programs) are not preventing website access.  You may have to *quickly and carefully* disable each in turn to see if that resolves the issue.

Also, in the IE options menu, click the connection tab and ensure proxy is *not* selected.

Ok, let's try it another way and run ComboFix ....

http://download.bleepingcomputer.com/sUBs/ComboFix.exe

Can you try downloading it to another computer, then into a USB memory stick (or equivalent).  Rename it, and connect to your problematic computer.
Also it may be necessary to rename ComboFix.exe to Combo-Fix.exe (for example), before saving it to your desktop

Then before using ComboFix please disable any realtime Anti-virus, Anti-spyware, Shields, etc. that you may have running, and remember to re-enable them later, upon completion.


Double click "combofix.exe" and follow the prompts.
When it's finished it will have produced a Logfile, probably at C:\ComboFix.txt.
You could post that log together with a HijackThis log, in a reply for us.
Please do not mouseclick Combofix's window while it is running, because it may stall.  It is absolutely normal for you to see a blue screen with flashing cursor, and this can last for up to 30 mins.  Just let it run.

Ideally ComboFix should be run in normal mode, although it will work in safe mode if you're unable to reach normal mode.

Combofix will normally disconnect your internet connection while it is scanning (your's is already disconnected it seems!), but will restore your connection upon completion.
So running ComboFix *may* restore your connection.
   
Let's assume for the moment that it doesn't ....  by using a second computer (a friend's or at the library, as suggested by jcimarron) you could also download the WinsockFix.zip i referred to earlier, on to a USB memory stick (or equivalent), then transfer it to the Desktop of your infected computer and try running this script to fix your connection. It will reinstall winsock, the TCP/IP stack, and the HOSTS file as stated earlier:

Then you can download and run MBAM for final cleanup, if necessary.
