Save it as flashsound.reg to your desktop. Right-click on the file and select "merge" to merge it into the registry.
Reboot and test

Flash is not installed in the directory.. I believe it is installed under the user profiles.
(c:\documents and settings\"
If I remember correctly, subinacl.exe is only when you run into issues where you are unable to uninstall Adobe Flash or Reader.
Are you running IE or Firefox?? Are you sure you are running Flash or Shockwave?
You should also be able to check within the browser and ensure it sees Flash as install. Also run the adobe flash test page to make sure its detected and running properly.
