Similarly, when attempting to run Error Checking an error occurs: "Windows was unable to complete the disk check." These errors occur in Safe Mode as well. I have run a couple of anti-malware programs and all appears to be clear. How may I get these two utilities to run?

Go to start...run...type services.msc then click OK or hit enter.
Make sure that these settings are correct.
Logical disk manager is set to automatic.
Logical disk manager administrative service is set to either manual or automatic.
Make sure that the DCOM Server Process Launcher service is running.
If this method doesn't work...you'll might want to try a Windows repair and see if that fixes the problem.
LeeTutor: I ran the diagnostics on the hard drive and all tests ended with a result of pass.
JeremySBrown: The Logical disk manager and the Logical disk manager administrative service were both set to Manual. I changed them to Automatic and rebooted, but with no change in behavior.
I am ready for some more suggestions.
JeremySBrown: I have not tried a System Restore. I am the IT person for a company whose emploree's computer I am attempting to get running smoothly. I have no idea when there was a time when these utilities worked. Also, I did not discover the problem until after I had updated the OS and Office and ran some anti-virus programs.
I just ran SFC /scannow with no good effect.
Run dialafix http://wiki.lunarsoft.net/
In dialafix hit the policies button to see if any restrictive policies showing up there.
Also within dialafix hit the hammer and you can repair permissions and reinstall defrag.
Sorry,forgot to mention within dialafix,in policies,untick the hide disabled policies and rescan to see if anything else shows up.
If you have an xp cd you could boot to it and hit r at the first prompt to enter recovery console and try running chkdsk /r from there.
Also is pc on workgroup or domain?(administrator rights?)
You could use kaspersky live cd http://devbuilds.kaspersky
and could take out hard drive and slave it in another pc and run virus scan to see if anything shows up.
Repair of windows might help after..
optoma: I have attempted this type of procedure before and have found it too difficult to see through to the end. Reformatting for this particular situation appears to be the simpler choice.
JeremySBrown: I had already tried the R option of a Windows install but without effect.
With nothing appearing to work I am back to the opinion that the issue is with a persistent virus. I am going to explore that angle again, and if that does not work I think I will go the fdisk route and reinstall windows.

Your hard disk may be on the verge of failing. I would suggest running a disk diagnostic utility. Most disk vendors have these for free.

The diagnostic tools are usually going to have to be written to a floppy disk. If you don't have a floppy drive available (even a cheap USB one) or cannot boot to one, then you could try the diagnostic tools on The Ultimate Boot CD:
