have u any active directory server (win 2000/2003/2008) server in ur infrastructure. r u under environment of domain user ?
if yes, then check group policy for internet explorer proxy settings. if this policy set the it will automatically set ur porxy settings in user account in which user account this policy is applied on every login.

All that needed to be done in this case was to change a few registry values and then I was able to change settings as necessary and have them stick.
\CurrentVe rsion\Inte rnet Settings\ProxyEnable
\CurrentVe rsion\Inte rnet Settings\ProxyServer
\CurrentVe rsion\Inte rnet Settings\OverrideProxy
In HKCU changed the following registry entries:
Set the following in at least HKCU to change settings for a proxy server:
Software\Microsoft\Windows
DWORD value: 1 to enable. 0 or delete to disable.
Set this value to identify the server:
Software\Microsoft\Windows
String value: Proxy URL + ":" + port number
Clear this value to erase server setting.
Software\Microsoft\Windows
Clear this value
