Seems easy enough to create prf files using Custom Installation Wizard

and I'm guessing that outlook express and plain outlook can use the same prf format.

Specify the PRF file as a command-line option for Outlook.exe to import a PRF file without prompting the user. For example:
outlook.exe /importprf \\server1\share\outlook.pr
I'm going to try this out.
