I would also like to add to Redcap's comment to check for any network printers that are in the printers and faxes area that are disconnected also. I have also seen this happen when the local disk is highly fragmented or bad sectors on the drive. I would see if your computer needs to be defraged and also running a check disk on your hard drive wouldn't hurt.
Also make sure that your RAM levels are not low as this will take longer to open and search for folders/files because of the memory seeking the hard disk.

Have you got any mapped network drives that your computer is unable to access?
If so, updating their location or disconnecting these shares may solve your problems.
