short answer is; there is none!
you may be lucky enough if this procedure will work for you

but 75% of the times, it doesn't.....
in that case, you have to run a repair install on xp

the MS link above is executed easier when you boot from alive cd :

also, if it does not work, you may need to test your basics, Ram and disk.
Download ubcd , and run the memtest86+ and disk diag you need :  http://www.ultimatebootcd.com/

I think there is a solution!
For this, you need a windows xp cd.
First boot from cdrom (select cdrom as first boot device in BIOS)
When the setup says `Press Enter to install windows xp' &
`Press R to recover a system using Recovery Console'
Press R
The system will load a command prompt, Ask you to select
 your windows XP installation and will ask
for Administrator password. Enter the password.
Then Run these commands.
After running the commands remove the xp cd from cdrom
& reboot your pc.
It should start normally.

Del system
cd c:\Windows\Repair
copy system c:\Windows\System32\Config
cd c:\Windows\System32\Config
ren system SYSTEM

i think the solution from rocket_du is perfect. no need to using reinstall windows option.
