Even if the system properties could "see" the entire 4GB, Windows 7 32-bit can't actually USE the entire 4GB. I know MS patched Vista 32-bit SP1 to list the RAM as 4GB, even though the OS couldn't access it all. The 32-bit versions of Windows can only access 4GB of total memory address space, and some of that address space is used up by things other than RAM (video memory, device I/O, etc.)
The PAE switches do not allow access to more than 4GB of address space in client versions of Windows (XP, Vista, 7). This is for driver compatibility reasons.

It[ not working how you thing the limit of 32BIT system adresation o memory its a technical limit. I tried a lot /PAE switches but it dint work well maybe it show you 4GB but it definitli dont work with it
