getting the error "The Ordinal 173 couldn't be located in the dynamic link library iertutil.dll"

Browse All TopicsI have followed instructions on restoring window xp from a backup. It took about 20 minutes for the restore to complete. Upon reboot I was able to login and that's about it. I don't see any applications or anything. All I see is blue desktop picture with Windows XP on it. I'm noticing CPU going up and down and I see some services running through task manager.
I started it last night around 8 and it is still not up. Please help.

this is what I did to solve the problem.
I clicked on new task and entered "firefox". Then it gave me the error ""The Ordinal 173 couldn't be located in the dynamic link library iertutil.dll" but finally opened firefox. Using firefox I downloaded IE8 and installed it. After the restart it again installed bunch of updates for IE8 and rebooted. After the second reboot everything seemed normal.
In the past I installed IE8 and downgraded to IE7 because of slowness. That must have been the cause of the problem but I didn't see it until recent restore. By overwriting IE files seems to fix the problem.
