My wifes computer has been running Windows XP SP3 without any problems for a couple of years, at least. She is out of town, and the computer has been switched off for a couple of weeks, since early October 2009.
I thought it would be a good idea to install the patches that Microsoft released last Tuesday, but discovered the following problem:
Opening IE 8, clicking on Tools, Windows Update produces this message:
Server Error
403 Forbidden: Access is denied
You do not have permission to view this directory or page using the credentials that you supplied.
Ive never had anything like this happen before; I dont think there is anything changed about the computer hardware or software, so I am stumped. Perhaps someone else has been down this path; any suggestions would be very much appreciated.
IE8 and Firefox both seem to be working OK, except for the problem described above.

As an additional clue, the little castle icon for Windows Defender is in the system tray with an exclamation point. Opening Windows Defender and clicking on Check for Updates Now produces this message:
Error found: Code 0x80072f8f
Checked for viruses using external web-based scanners (Panda Cloud antivirus and Panda Activescan 2.0,
Checked for malware using SuperAntiSpyware and Malwarebytes (which were able to update themselves fine)
My next step was to go back to a System Restore point in September.
That did not help.
There are various, somewhat confusing, pages at Microsoft that make reference to that numeric error code.
Following the suggestions, I have
" re-set the date and time
" checked the c:\I386\HOSTS file
" found no files in c:\windows\system32\logfil
" turned off the Comodo software firewall that has worked fine with no problems for more than a year.
" Run CCleaner to see if it identifies anything strange
So far, no luck.

Was the date and time grossly off when you checked it?
You might check this: http://support.microsoft.c
Is the date and time on the PC set properly. If it has been switched off for a couple of weeks, the battery on the motherboard will have been used for this time to keep the date and time settings running and the battery may have run out of steam!
If the date/time is wrong, Windows Update will not be happy.

Oddly, the date at time seemed to be OK when I noticed the problem, not off at all. Nevertheless, I clicked on the clock, and updated with time.nist.gov anyway.
Of course I have rebooted since then and the time is still fine.
As for Root Certificates, I did in fact download and run this file
File Name: rootsupd.exe Version: 931125
Knowledge Base (KB) Articles: KB931125 Date Published: 9/21/2009
but it executed silently, and I'm not sure how to double check that it actually installed properly.
Thanks for all help so far. I have to work on this in between other tasks.
Also, uninstall the Windows Defender (have a look in the system logs and see all the errors it produces), and try a windows update directly from Microsofts's website: http://update.microsoft.co
Sorry about the delay, I was working out of town and only now able to return to this problem.
I noted that the only non-working programs were Microsoft Update and Windows Defender. All other programs were able to update themselves and run properly, including MBAM, SAS, Secunia PSI, and Panda Cloud Antivirus.
So, I was very hesitant to try anything that might wreck other programs, such as the Winsock reset.
I set Microsoft's Automatic Updates to Every Day, and designated the time to be a few minutes in the future. Half an hour later, zero bytes had been downloaded. I tried that 3 times with the same result, so I felt that approach was not working.
Finally, I went to Add/Remove Programs to uninstall Windows Defender. While there, I noticed that Windows Live OneCare had been installed last year, and it was probably used rarely or never. So I uninstalled that too.
Then, after a reboot, Windows Update installed 17 patches on the first try, and 1 more after a retry.
I did not reinstall Windows Defender.
Everything seems to be OK now.

1. Click Start.
2. Choose Run.
3. In the Run box, type: regsvr32 MSXML3.DLL
Press okay
If that hasn't helped you may need to re-registered some more files:
1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-
net stop wuauserv
Repeat for the following:
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wuweb.dll
