Do you mean the device is listed in device manager but not physically connected to the computer?

WMI is a nice option to do that. Have a look at some WMI classes like Win32_NetworkAdapter, Win32_NetworkAdapterConfiguration etc.

Can't you just disable them via the Device Manager.... Am I missing something here?
