Hi,
Officialy microsoft already announced that they have removed the address bar in XP SP3.
But there is a tricky way to make it available by copying an browseui.dll file from any machine having Windows XP SP2 to Windows XP SP3 machine.
1. Start the system in SafeMode.
2. Kill the explorer.exe process.
3. Simply replace browseui.dll from Windows XP SP2 to Windows XPSP3 PC in your windows/system32
4. Now restart the system in normal mode, you can now add this address task bar.

Note that address input in taskbar is removed officially since XP SP3.
