ATI Video bad on motherboard

I have a PC with an MSI RS482M4 motherboard.  The onboard VGA is bad.  I tried putting a secondary video card in and changing the BIOS.  This makes the PC go into a boot loop.  What I don't understand is why the video is fine if I go into the BIOS screen but it is bad once XP loads.
Could this be a driver issue?  The on board video is an ATI Radeon Xpress 200 chip.

Have you tried booting into safe mode yet?  Some motherboards with integrated graphics don't allow you to completely disable the onboard graphics card, but allow you to tell it that the primary is the add-on card.  I would go into the BIOS again and look for somewhere to completely disable the on-board graphics. If it is not there, try booting into safe mode, and disable the on-board adapter in the device manager.

Yes I found it in the BIOS and set it to use a PCI Card instead of on-board.  But what happens then is that the PC will boot, you will see the first XP screen and then it reboots itself again.  You might be on to something with the safe mode thing.

try updating the video driver (from safe mode - if it vboots to it)
