RUNDLL An Exception Occurred When Trying to Run >>>> (what? why? solution?(

MY computer has been running fine and no problems, lately.
Suddenly on today's bootup I get this message:

RUNDLL
an exception occurred when trying to run
C:\docume~1\owner\locals~\temp\nos_unistall_helper.dd,unistall/get2noarp/T"
C:\docume~1\owner\locals~1\temp\"/IE2883E8F-472F-4Fbo-9522-AC9BF37916A7"

This message is still on my desktop and my choices are OK or close (X).
Which is best?

I've never heard or seen RUNDLL before, have not downloaded any programs lately.
What caused this message?
What does it mean?
Is there a solution?
I'll add points as comments warrant further discussion.

I see IE in the above message, if that means Internet Explorer. Other words if hint like "local owner", "uninstall", temp.

The only thing that happened since the last use of the computer was an attempt to place a classified ad on Craigslist and the "ad" was blocked since they have a time limit of 48 hours between post. This is the only event that I could possibly relate to the above exception message and I'm sure it has zero to do with it, as ad attempts on craigslist have been denied dozens of times.
