Are you running Alcohol or Daemon Tools?
If you are then you may have to delete SPTD.sys from the C:\Windows\System32\Driver
You could probably do this using a live Linux CD such as Knoppix http://www.knoppix.org/

At this point, the easiest thing to do is to do a repair installation of WinXP. You will be able to retain all your files and user settings.
