Power Schemes Missing
My Power Schemes drop-down menu doesn't have any options to choose. It also won't let me "Save as" to create a new power scheme. The problem is that I can't change any of my power settings.
Any help would be much appreciated!

Is this standalone machine or a domain member? If its a domain mmeber the settings are locked out, if its standalone then we need to look elswhere.
Also check if the laptop battery is getting identified with its Make and model, you can do this by clicking on the battery button in the power schemes. The reason being if the battery goes bad there are instances when the power scheme gets greyed out.

You could also try a quick fix from this site: http://www.kellys-korner-xp.com/xp_tweaks.htm
Scroll down to line 204 and select: Restore Power Schemes/Configurations
Copy the information and paste into a text file and save as anything.reg
Double click the reg file and it should load all the Power default setting back into your registry.
Note, always good idea to backup your registry before making any changes..
Alternatively, create a system restore point before merging the file with your registry
