kernel takes more CPU

Hi,

I have a solaris workstation which takes more CPU cycles for system activites than for user activities. During peak loading, the kernel takes up around 65% CPU cycles, where as user activities takes around 30%-35%. This could be because of lots of processes running. The run queue size is >10 during these times. But the same happens during non-peak time also. When only 20% CPU is utilized, kernel takes up around 14%, whereas user activites takesup the rest. During this process there is not much swapping, context switching. The run queue size is 0 during this time.

What could be the reason for high usage of CPU for kernel(system) activities even during off-peak time? I don't see the same thing happening on other machines. Is there any kernel parameter which needs to be tuned for this purpose?

Memory and i/o are not bottlenecks on this machine. I have checked vmstat output. I am running a weblogic application on this machine.
