Windows XP And Allocating Space...

Hello,

I have a dual boot machine running Windows XP Professional and Windows ME. It is a stand alone machine with a 40 GB Hard Disk. The partitioning information is given below:

C - 5 GB - FAT 32 - Windows ME Installed
D - 5 GB - FAT 32 - Programs For Windows ME
E - 6.5 GB - NTFS - Windows XP Professional SP1
F - 5 GB - FAT 32 - Programs For Windows XP Professional
G - 5.5 GB - FAT 32 - Empty
H - 11 GB - FAT 32 - Empty

My Requirements (to be made in Windows XP) are as below:

1. There are totally 10 different users on this computer. (including the Administrator). I want to create a folder for each of the users in the H disk. (each with 1 GB Capacity). Except the Administrator, all other users have "Limited Account" rights only. Then, I want only the respective users to view their Folders. For example, If User A Logins in Windows XP Professsional, in the H disk he can access/see/view only his folder named A. The other folders, should either be hidden or inaccessible to that user. Administrator, should however be able to access all the folders.

2. We also have Cable Internet Access. Now, the access is uniformly available to all the users. Now, I want to restrict the Internet Access to limited users only. How is that possible?

3. I have also installed MSN Messenger And Yahoo Messenger. This also, is made available to all the users. Can I make it accessible to select few users only?
