IE 6.0 [GIF images only appear from http://, not from file://]

PLEASE READ ALL THE DETAILS BEFORE PROVIDING AN ANSWER.
This appears, initially, to be a simple (user) problem, or 'bad path' trouble, but is not.
It is unclear exactly how and when the (mis)behavior began, so there is no "software to uninstall" and make it go away.
In IE 6.0, JPG images appear as expected. However, GIF images do not appear ONLY when viewing an HTML file. The same HTML being served via http will yield the images.
When an HTML document is open from my local Win98SE machine, the PROPERTIES tab of a GIF image placeholder indicates the correct path and filename but the TYPE is 'NOT AVAILABLE'.
If the same file is opened in the browser via http, the GIF image loads and the PROPERTIES tab displays the TYPE as 'Ulead PhotoImpact Image' (I have PhotoImpact associated to images {JPG and GIF}).
This behavior does not occur with JPEG images!
Finally, if I save the HTML as MHT (Web Archive where all images are mime attachments) and then view it, all is correct.
File associations have not been changed (that I am aware) and all seem to be correct.
To restate, only when viewing as a file on the local machine; GIF images do not display.
