IE6 SP1 on win98se

I have a couple of 98se machines that i am responsible for. The issue is that when you open internet explorer there are alot of images that don't load (red x's). A temporary solution has been to change the encoding to western euorpean (windows) instead of western euopean (ISO) and it will work for a little while. This however is not the fix because the other machines working correctly are all set to western european(ISO). I don't have any more ideas. They have all the latest windows updates. Thanks in advance for your help.
