Changing how Windows reads Driver Information Database (Driver Installation)

My problem is this. I have a Monitor. A Targa E70 flat screen. Now, Windows used to recognize this on my old computer, but as I switched to this new one, Windows now installs it as a Plug And Play monitor, and refuses to try ANYthing else. I have received the correct .INF file from the manufacturer, so I know I have the correct driver on hand. But when I go Install New Hardware->Show All Devices-> Have Disk, and point at C:\Targa, Windows can find no new information.

So I tried another step. I went into C:\Windows\Inf (hidden) and copied Monitor9.inf into the folder, taking note that Monitor 2-8.inf also existed. Now, I was a bit curious about these. I opened them up and noticed a large list of other monitor manufacturers and monitor types. I went back into Show All Devices, and noticed that either a) The manufacturer did not exist, or b) the monitor was not listed.

This struck me as very odd. Until I realized, Windows wouldnt even show Monitor as a type of device, nor was there a "Standard Plug And Play Monitor Types" category, which is supposedly where Plug & Play monitor comes from (judging by it's driver information.).

So, as far as I can gather, Windows has a large bulk of driver information that it is not loading into it's database, and therefore not able to install, such as, my monitor and any other monitors that exist.

The question is this.

How can I get Windows to rebuild it's driver information database and add both my Targa Monitor, and all the other monitors into it's list of available devices? Or, failing that, how can I get it to install my Targa monitor, using the inf file provided by the manufacturer.

I am running Windows XP Pro, just FYI.

Anything else you need to know, please ask.
