RPC Server too busy or unavailable to complete this operation

Hi all,

I am having a problem with windows 2000 , when ever i logs into my hosting account using terminal services and tries to open IIS MMC snap or Services Snap i gets error message

The RPC Server is too busy to complete this operation

The Event log file is not showing any thing in it, other than Protected Storage has failed with error 2.  That is that dependent service RPC is not responding.
World Wide Service is failed because it depends on Protected Storage Service

How to fix this RPC server / Service problem ?

Can any one guide me how to diagnose the problem and fix it as i am using Terminal Service to diagnose the problem.

Any kind of help will be appreciated.

Service pack the OS to the latest SP. For 2000, SP4

Yes SP 4 is installed and also windows Automatic update is enable, i talked with the tech support guys they are unable to under the problem as well, restarted the server couple of times and tried to reinstall the IIS and other services to some how over come this problem but its still the same.

Try tuning MaxWorkItems and MaxMpxCt at:
HKEY_LOCAL__MACHINE\System\CurrentControlSet\Services\LanmanServer\Parameters
NOTE: MaxWorkItems must be at least 4 times the value of MaxMpxCt.

Still no luck , I tried bstils method but still the same result, as the desktop appears it gives RPC server too busy, i uninstalled couple of programs to make the startup smooth with out starting bunch of services but no luck.
Is there any way to roll back to any restore point in windows 2000 like windows XP ?

Which errors or warnings are in the eventlogs of your workstation and in that of the server?

Hi Lutz ,

There are no helpful messages in event log file.

The only helpful are
WWW service failed because it depends on Protected Storage

Protected Storage failed with service specific error 2.  as it depends on RPC service which is too busy to respond.

Main problem is with RPC service i read on other forums that when processor usage increases above 70 to 90 prcent and there is no service pack 2 installed this error comes, but in my case i have service pack 4 installed and server was running fine for more than 4 months, now it is giving this error, its dual processor with 1 GHz each with 512 MB Ram and more than 20 GB is space is free on server.  

The server is running fine with out any other problem, only problem we are facing is that www service is failed and our sites are down, i tried to install Apache but MSI installer is dependent on RPC service too so i can not install most of the programs.

I hope this willl clear many questions , any help would be highly appreciated as sites are down from 2 days and now i am backing up data incase i have to install fresh copy of win 2k.

Hi abid1pak!

The immediate tactical way of handling this topic should be:

- Which services (from the customer point of view) run on this server (File, Print, WWW, etc.)?
- Which services are needed at once, which may be restored later?
- Which services may be restored temporarily on another server? (e. g. WWW at the ISP website, File on another server, etc.)

For a better analysis:
- perhaps you have installed features from the windows 2000 cd. For sure re-install SP4 and all hotfixes you installed after it
- which processes are the 10 top cpu or memory "eaters"?
- what happens if you disable the www service? will the load get lower?
- net file|find /i /c " " (this command reports the number of open files)
- net file|find /i /c "\pipe\samr" (this command reports the number of open pipe file connections
- when you look at performance/system monitor how are pages/sec, cache faults/s, file I/O, processor, network I/O short time before, during and after the problem?

Does the RPC service utilization go through the roof right away after a reboot, or is this something that happens after another service or program runs? If you suspect it may be another service causing the issue. you could set some non-essential services to start manually then reboot your server to see if the RPC service behaves. Try running msconfig and also stopping any programs that are running at start up that might be causing the problem. I also agree with "Naydowski" about re-installing service pack 4, but make sure you stop any non-essential programs or services that may cause SP4 to install incorrectly.

Hi agian,

I did lot of experiments including the suggestions given by Lutz.

The problem is that, it does not allow me to reinstall or install any thing on it.  As soon as the system starts and gets the desktop it gives me a message box with error that RPC server is too busy.

When i tries to install any thing then windows authentication service fails that RPC server is too busy and i i am not allowed to install any thing on it or i am running the machine in safe mode with this error also MSI installer failes as it depends completely on RPC services as well. I tried to install Apache on it after removing IIS and uninstalled the SQL Server but the problem is still the same , there is not much on the machine and no heavey services are starting up. The only thing it was doing is serving as web server and small SQL server databases.

System processor usage, memory and network traffic is very low to give any problem all monitors are below high usage to become reason of not enough resources. Maximum is 10 % and average is 4% each, as it is dual processors machine.

Is there any third party tool to force a service not to start ? as when i use Net stop "servicename" on DOS i gets error that RPC services is too busy to complete this operation. Its the same message i gets when i use Lutz Net File checking commands.

Can i disable RPC services on the machine through registry or some other way to force it not to start. ? i am unable to get MMC of Services it gives RPC server problem.

Sounds like a possible virus, or maybe a damaged dependent service that is causing the RPC service to fail. I got an RPC service error just this week due to the blaster worm. (Yeah I know I should have had the patch installed!)

Hi abid1pak!

Did you check if there is a virus on it? If you can´t install any antivirus software, try stinger (http://vil.nai.com/vil/stinger/), it need not be installed.

You can configure the start mode (here: disabled) of a service by sc.exe. For W2K you will find it either in the support tools or in the resource kit, I am not sure. But disabling the service won´t help much without finding the source of the problem.

Try stopping all other services, that could generate problems, by net stop <servicename> or again by sc.exe. Restart the RPC service by net stop followed by net start and check if problems occur again.

Please make a list of installed software. When you can´t start the corresponding control, please include an extract of the top level of the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall without the not human readable GUIDs...

Hey Naydowski thanks for reposting to this topic, I forgot I even posted to this one since it's been inactive for so long. I am also wondering about the outcome. Since re-reading through the postings, I would recommend re-installing the server to correct the issue. I noticed that abid1pak stated that this server was only being used as a web server, and didn't have much else on it. If that's the case, I'd just wipe it and be done with it. I'm sure that's probably what he did by now anyway, since the posting has been inactive for so long.

Hello,

I totally forgot about this question as it was resolved by hosting company, after going through out internal documentation and what they told me is as following.


The problem was by SQL Server, they reinstall the SQL server and installed service pack 3 for SQL Server.

One major thing they did was they removed Named Pipes and only kept TCP/IP with port 1433 for it. They also asked me not to use " localhost " or computer name in any connection string instead use IP address in my ASP pages or other application.

To kill the startup services and other processes they used two-freeware utilities one procexp.exe and second process commander, which can terminate or suspend any process.
These programs don’t require any installation they are standalone exe files.

And as per other comments on different forums where I posted this problem and read about it, was mainly by SQL Server 2000.

I hope this will clear the status of the problem, there was not need to reinstall the machine if I had these utilities then I believe I could have done this by myself to save some money.

Any way thanks for every one help, I apologize for the delay that I really forget about it, as you know its panic situation when machine is down for days and you don’t know what to do.
