HELP ME!!

I was wondering what equipment and program you need to hack ito someones pc and use their internet connection.
dont worry im not planing on becoming a hacker.
i think i have been hacked because my phone bill came and some had been using my internet connection because almost £200 on a premium no.
i was really mad so i rang BT (british telecom) and they said it was a porn website. No one else in the house has acces to the internet.
can hackers use your internet connection to view filth, and i get hit with a £200 bill.
