Completely locking out desktop changes

I've read plenty of "solutions" on this site to having a mandatory desktop background, but none of them are working completely. I have a standard desktop that is being pushed to my desktops (running xp pro). The background tab is gone and changing the background is disabled. That all works fine, but I still have users that can browse to a JPG or any picture and right click on it, and "set as desktop background" and it works. I want to remove/gray this option. I've tried HKCU\Soft\MS\Win\CurVer\Pol\ActiveDesktop and several other reg keys to do this, but none are working...
