Sounds like the desk.cpl could not be found at all. DisplayOcSetupProc is the entry procedure into the code base residing in the file. Check you system32 directory for the desk.cpl file - if it's not there, then I'd suggest re-installing the latest service pack you've used - it should be a part of SP1 and/or SP2 I believe.
