changing documentroot in apache

Hi i am running fedora 3.0 and apache that comes with it which i believe is 2.0. My problem is that i want to change the documentroot, but when i change it i keeps getting the below on the logs,

[Wed Jun 15 10:50:27 2005] [error] [client 1.1.0.210] (13)Permission denied: access to /cool.html de
nied

cool.html is this case is a dummy page that i put on my new documentroot. Anything that i try to access on the new documentroot i get the same error. i can get the default apache page but thats it. By leaving the documentroot to it's default it works as well. Is there anything else that i need to change on the httpd.conf to change the documentroot that i am missing? i also verified the permissions the new location and those are fine.
