Terminal Server not ending session

I am currently in the process of moving my terminal servers users from a Windows 2000 terminal server to Windows 2003 terminal server.  My conundrum is this:

I have rdp connections configured to launch an application when a user signs on.  The appliction works fine and, when using Windows 2000, the user will close the application and the terminal session will sign the user off and then end.

I have now reconfigured the rdp file so that it now uses the Windows 2003 terminal server.  The users sign on and can use the application normally but when they exit the application the application will close leaving them with a blank blue screen.  The session does not log out and they have to disconnect the session which also means that they must wait for one minute (my setting and it won't go any lower) for the server to end the disconnected session before they are able to use the application again.

I'd like to get the Windows 2003 system working the same way that the Windows 2000 system did.  thanks.

I have found that this due to the fact that I use Roaming Terminal server profiles.  It was just taking longer for the account to log out than the users were use to.
