Is there a way to set a quota only on this folder that would prohibit the folder from growing over a specified size? If so, will there be any warning to the users when it approaches the specified size? or will they just get an error when they try to save once it reaches the limit?

the built in quota utility in 2003 is per logical volume, on a per user basis. To the best of my knowledge it can't be used on a folder, but only on a volume. Note that the quota only applies to NEW data put in the volume after the quota was made. I'm sure there are third party tools that can do what you want, but it isn't built into the OS.
