Page File and Memory

I have a server That has 2 GB  of Physical RAM, most of the time the avaible memory goes down to 5% or less. The page file usage also goes up high.
I am afraid there will be a complete usage of the memory and users won't be able to use their applications.

Now I don't know if I need to extend the page file. I think the best practice is :
minimum for page file =1.5 x the physical memory but I don't have any idea about the maximum.

do you think if I extend the maximum of the page file will resolve the issue?
