Quick format creates "fresh" logical file system structures, full format will in addition write to each block on your harddisk, so if you suspect a faulty harddrive, a full format may show possible problems.

If its just 1 PC you want to "refresh" from time to time, I'd create a backup image of the clean machine and restore this image in case you need it.
