How to Change Volume Product Key to Single License Product Key in XP Pro and Windows 2000

We have over 200 PCs and Laptops which are coming to the end of their life cycle so we are selling them to employees. These machines are currently using the corporate licensing key (MS refers as Volume Product Key). We would like to change the VPK (Volume Product Key) to the one marked on the back or the side of the machine (single license).

I have tried several free utilities such Keyfinder, RockXP3, Windows CP Product Key Modifier etc but none of them would allow me to change the Product Key. I believe that these utilities will only work if you are changing from single to single licensing key but not from VPK to single license. I do not want to reload Windows on each machine since it is time consuming for that many systems.

The licence on the PCs and the laptops are for either Windows XP Pro or Windows 2000 Pro. Therefore the solution must work on both operating systems.

I am sure there will be a way to do this but I have no idea how it can be done. Does anyone know a better way or solution for this?
