Sysprep Fatal Error - SamChangePasswordUser returned status c000006a

I am running Windows XP and attempted to sysprep an image that we have used on our network for quite some time. I create multiple images and for some reason this is the only one that is giving me troubles. I'm recieving an error regarding the Administration Password.

"SamChangePasswordUser returned status c000006a".

I have followed the Windows Knowledgebase article regarding leaving the admin password blank, but it does not help and was not expected to being that the fix is for Windows NT. My other images use the same password that I am using just fine so I doubt that is the cause.

I have removed all information regarding the admin password from the .inf file alltogether and I still get the error. Any input would be greatly appreciated.
