Blocking internet access on one XP computer

I need to block all users from accessing the internet on one computer. What is the best method to achieve this?

My favorite (and I do this to keep spyware from finding the internet on my kids computer) is to set the proxy server setting in IE to 127.0.0.1.

Another way is to block the workstation from access to "any" on the firewall.

More information will assist in a "best" solution.  -T

the best way is an access list on your firewall prevents this machines ip from accessing the internet or you can change this user's gateway to a fake one

The best way is to block it at the firewall.  However, another way is to simply remove the default gateway from the network adapter on the workstation.  They can still reach the local network, but nothing remote - including the Internet.  The only drawback is that a smart user might be able to change this, but it does work well.

If you are using a windows server with group policies, you can set that computer to deny access to run the iexplore.exe, thereby blocking access to Internet Explorer.
In DHCP, you can also use the settings that chafer and ajcaruso00 stated. That way, the user cannot override the settings.

Are these all administrators? Theyhave full rights to change settings then, you may need some softare you can control.
One thing to consider can they update their anti virus software windows upadtes etc? If the internet is blocked?
Wouldn't it be better to simply block the access to P2P or web sites?
You could also raise the security very high thus blocking most sites and undesirables.
