Norton anti virus is whats slowing your startup process the most. how much ram do you have? you could uninstall norton and install AVG for even a free one just as good called antivir by avira.
if you want your computer faster overall then you need more ram in most cases because if you run out or even low on ram the page file goes up really high and makes your computer very sluggish. i attached my performance history to show that if your "Page File Usage History" is low then you know your computer has enough ram to run what is installed and running.
the second image i attached is just showing what takes up the most ram in the processes section.

run msconfig from the run line line. Then go to the startup tab and turn off anything that doesn't need to be on. Also check the services in the managment console of the pc and turn off any unneeded services.
If you need a good reference for what each service does you can go to blackviper.com. The site is chock full of goodies and has a great list of virtually every service for every OS out there.
