AD modification whilst adding a DC

HI,

I have some questions on a scenario I would like checked out before I proceed. We have  four servers, 2 of them DC's (server1 and server2 - Windows server 2003 standard SP2)They have been part of the network for three years. Server2 will be getting replaced and its replacement has just arrived with the latest version of 2003 on it. I want this new machine to run alongside the old server and in a couple of weeks, drop the old one.  

Q1. What A.D. processes do I need to run to bring the new server on to the network as a DC with GC?
q2. What machine do I run these processes on?
Q3. Is this an out of hours job -what effect would it have if users were logged in whilst it occurred?

Any other considerations?
