How do I allow Member of Servers Operators group to perform the same tasks on member Servers?

OR

Can Server Operators manage only domain controllers or Member Servers also?

What tasks do you have in mind?  The Domain server operators group have rights to manage all servers in a domain.

Please look at the tasks:

Server Operators  Level 1            
Tasks and Permissions:
    Shared Folder Management,
    Part of Server Operators group. Manage all servers...but it doesn't work!!
    Deny RDP Access to these users.
    Member of backup operators on each server but DENY Shutdown.
   
Server Operators  Level 2            
Tasks and Permissions:
Troubleshooting Local Servers
Troubleshooting Services (DHCP, DNS)
AD Group Membership add/remove
Move objects in AD
Member of Power Users on Local Servers
Reserve IP and Delete Existing Reservations
Update DNS records (adding only)

Server Operators  Level 3            
Tasks and Permissions:
Group Policy Management (Not delete)
Member of Local Admins  on each server
Full Access on Local Servers but not AD.

Would appreciate your help on this.

For the granular control you want, you would have to setup your own security groups as well as GPOs that use the local policy rights assignments to grant different groups different rights.
Server Operators grants access to all domain Servers. What does not work?
You want Level 1 operators to only have access while at the server's console?

Have a look at computer settings, windows settings, security settings, local policies:user rights assignment and security options. Here you can define which group,groups have which rights.  Prior to deploying the policy domain wide, use the model, planing option in the GPMC tool to see what the effect would be.  When deploying, deploy it first to a specific server to make sure the settings you've set are what you want.

Using the restricted goups you can add domain security groups to server groups such as DHCP Administrators or DHCP users as applicable for their level.

I.e. GPO you can define domain\operators1 are members of power users, backup operators once this GPO is deployed and is loaded by each server the domain\operators1 will be added in the two places.
 
There are four Domain groups:
Server operators - manage domain servers
Account operators - manage domain accounts
Group Policy Creator owner - manage group policies
Backup operators - backup users

Some in the AD functionality can be delegated.  Not sure what type of "move items in AD" you want.  I.e. move a computer/user from one OU into another?

You could control through user rights assignment which group/groups can shutdown.

You say above...are you talking about all the member servers in the domain? If yes how do they manage all member servers? Do I need to make them the member of Local Power Users or Local Admin Groups on each member server so that they can manage all the member servers?

The Domain groups have predefined rights on member server that I do not believe require you to do anything locally on the server.  Adding the user to the group server operators group should allow the user to login into any member server.
This could be affected by GPO policy if you alter what groups can do what with user rights assignment and restricted groups.
