For the exe issue, download and run this to merge it into the registry:
http://filext.com/WinXP_EX
Run it and select "Yes" to merge it into the registry.
oragutang - couldnt run FixPolicies.EXE, ButMalwarebytes fixed lots of problems and had ro reenable the registery to finsh its work, needed to change the install file from .exe to .com
winXP_EXE_Fix.reg couldn't merge. from safe mode and the Administrator account made registery change from the reg file. and got back the .exe

Try running System Restore to a date prior to when the problem occurred. If you can't do that, try this: om/kb/3132 22
