IE 7 Security in Terminal Server

Issue:
PowerTerm WebConnect is the product.
Environment is windows 2003 server with xenapp 5.0. ie7, poweterm webconnect 5.6

Authentication prompt does not come up..
The Powerterm  addin- is installed, enabled, loads into the users environment
Prompt does not come up..

Yea.. this one is kinda tough because of the context of the issue and the "rarity" the application.
Powerter / WebConnect is a terminal emulator that requires a web based launch and licensing process.
I am reasonably sure it is trying to load something in the background that requires permissions that either our upgrade to IE7 is blocking or our Citrix GPO's are blocking.
I've attached a help memo I finally recieved from the Ericom but it really is not applicable.
I've encountered an new error in another Citrix farm I have that I think may be a clue.. I've attached some screen shots also.
This is my first question to post so forgive the novice approach

1st try to publish internet explorer as installed application instead of content like
"C:\Program Files\Internet Explorer\iexplore.exe" "http://yourURL"

i saw this error in the document
Cannot open file M:/gcslogin.inlp for write
kindly located the moentioned above file and give everyone full control on it and then try again
if it's work fine then try to find which accounts need write access to it and modify

also i saw that file located on M drive and you installed your application on your C drive
is it required to map dirve on Citrix Server to M to keep this application running ....?!
