How to boot a computer when it doesn't even show a text?

I recently bought this computer that has a dvd-rom drive, CD-ROM softwares but no floppy disk drive. It comes with a dvd installation disk on a 1.44 diskette. So in order to use the softwares and install them, i borrowed and installed my brothers floppy drive. And when everythings ready, i turned the power on with the disk in the floppy drive but there isn't any single text showing on my monitor which i believe should be running the setup utility in order to configure the system. I carefully looked inside the system and followed the manual on what should go here and there. Everything is fine. I just can't get to run the system up. Can't run the setup utility/DOS , can't install windows 98.
