since os/2 3.0, you can zip the entire hard disk and unzip to another one.
boot on a separate partition/os2 cd boot/os2 floppy boot and use the command zip.exe and unzip.exe 4 os/2
zip -9rS filename.zip d:\* yes my system is installed on D: drive, and I have a small OS/2 on C: drive
unzip -o filename.zip
Of course you have to use it on same hardware type

I'm guessing you mean a Ghost style clone. If so, then the best tool for the job is DFSee, which is a very powerful disk utility. The developer is very responsive and the cost is very reasonable.
